Earle “Chico” Horton – Managing Partner
Mr. Horton is the Managing Partner of Blue Sky Housing, LLC, a leading developer of commercial and residential development in Washington, DC. Mr. Horton has over 20 years of real estate, legal and financial experience. Mr. Horton is a Founding Member of Tiber Hudson LLC, a law firm with a specialization in real estate, banking and finance, securities and general corporate representation.
Mr. Horton has personally been involved in billions of dollars in financings. Mr. Horton has represented Citigroup Global Markets; Goldman Sachs; Bank of America Merrill Lynch; JP Morgan Chase; UBS, Inc.; A.G. Edwards & Sons, Inc.; Morgan Stanley; Siebert Cisneros Shank & Co. LLC; McDonald Investments Inc., a KeyCorp Company and other financial institutions.
Mr. Horton has represented clients in complex mixed-use real estate projects that have multiple layers of capital as part of its financing plan. He has been involved with the negotiation and drafting of complex leases, purchase contracts, partnership agreements, development agreements and other real estate transactional documents. Mr. Horton serves as bond counsel for the District of Columbia Housing Finance Agency and the District of Columbia.
Mr. Horton received his Bachelor of Arts degree from Morehouse College and a Juris Doctorate degree from the Howard University School of Law.

Marcus Goodwin – Partner
Marcus is a Partner with Blue Sky Housing where he oversees financial underwriting and handles all aspects of development management.
Mr. Goodwin was most recently a Director for Neighborhood Development Company (NDC) where he focused on acquisitions and pre-development. Prior to working at NDC, he managed the development of retail centers, apartments, condominiums, office buildings and hotels. Marcus has also worked on building financial models, securing retail leases, structuring tax increment financing bonds, responding to RFPs/RFQs and negotiating community benefits agreements.
Previously he worked at Four Points where he built financial models and investment memorandums for projects in the firm’s ground-up development pipeline. Mr. Goodwin also worked at The JBG Rosenfeld (now part of JBG Smith) in retail acquisitions & development, Morgan Stanley in fixed income, UBS in fixed income trading and interned in the office of the DC Deputy Mayor for Planning and Economic Development (DMPED).
Mr. Goodwin received his Bachelor of Arts degree from the University of Pennsylvania in Urban Studies and an MDes in Real Estate from the Harvard University’s Graduate School of Design.
